Dear Dr. Scannon:

I have reviewed your mission proposal and find it to be in good order. However, I must
inform you that it is equally important that whenever any group, whether you or others
with the same important mission in mind, enter Peleliu State to conduct any activities
related to WWII, Peleliu State Government must be informed in writing together with a
proposed mission plan so approval by the state can be made. This requirement is very
important to Peleliu State Government, and I am sure to you too, because any post-war
search and recovery mission in Peleliu State is a history in itself which we dearly want to
make sure records and paper trail of such missions will exists with copies will be
deposited at the museum for world generations to see, study, and learn. Your mission
this year whether you will find anything or not will be a significant part of the history of
search and recovery in Peleliu in years to come. The proposal which you prepared and
submitted to me and copy of this approval note to you will be placed in the Peleliu WWII
Memorial Museum as part of the ongoing historical development of the Battle of Peleliu.
It is an endless battle for us in Peleliu to collect items related to the war in Peleliu to be
part of the museum collections as remembrance of those who sacrificed their young lives
to protect freedom not only for Palauans but for the rest of the world. Additionally, there
must be a historical records in the museum on individuals like you who cared enough to
spend part of your life on missions such as you are doing.

For this very reason, I find your proposed mission very important for all parties,
therefore, Peleliu State Government hereby approve your proposed plan and welcome
you and your BentProp Project group too stay in Peleliu and conduct your activities.
However, Peleliu State Government request that two copies of your report be submitted
to my office at a later time with one for the museum and one for our file.
